Linux monitoring

Hi,

How can I monitor the following on Linux:

1. Server Uptime event( reboot).

2. File change monitor. (e.g. hostname change, /etc/passwd)

3. Ensure the ff are runnig( smtp, iptable, sshd , ntp)
